Senate Standing Committee on Overseas Pakistanis and Human Resources Development on Friday recommended the release of salaries to contractual employees of Workers Welfare Board (WWB), Khyber Pakhtunkhwa, whose appointments were declared valid by the review committee. Senator Baz Muhammad Khan while presiding over the meeting said that the irregularities in the appointment of WWB employees should not be accepted at any cost and every body should be given equal treatment.

Chairman WWB KP Syed Alamgir Shah informed the meeting that appointment of 673 people out of 2,436 in the WWB has been declared illegal by the review committee and their services were terminated as they possessed fake degrees and illegal documents. The services of 1,763 contractual employees have been declared valid following detailed scrutiny and the committee approved their salaries up to June 16, 2016, he said.

He said the committee ascertained major irregularities including fake degrees, fake appointment orders and violation of age limit in the appointment of WWB employees. "Majority of people whose appointments were declared illegal moved the court against their termination and the committee also gave right to appeal to all these employees," he added.

Baz Muhammad Khan asked the chairman WBB to inform the parliamentary penal about the criteria set for the scrutiny of illegal appointments. Senator Rehman Malik said the WWB should take fair action in this regard but the benefit of doubt should be given to employees. "A written statement should be submitted with the committee about the names, appointment letters and degrees of the contractual employees whose appointment were declared illegal," he added.

Senator Abdul Qayyum said that right to appeal should be given to the contractual employees whose services were terminated, but no relief should be given to those people who were appointed through fake degrees. A senior official informed the committee that WWB KP purchased 101 kanals of land at Shahbaz Azmat Khel for construction of Working Folks Grammar School, medicare centre, residential colony and allied facilities. The WWB after fulfilment of all codal formalities hired a consultant for preparation of PC-1. The consultant has completed his job at a total cost of Rs 81.640 million, he added.

He said the WWB KP decided to shift the scheme under consideration to Thalllaka, Mangal Bazaar, Bannu, due to easy accessibility. It was proposed that the schools functioning in the rented buildings in Bannu like Working Folks Grammar Schools at Thall Wazir and Bannu Town Shif would be relocated to Shahabaz Amat Khel upon completion of the construction of schools, he added.

He said that the governing body on November 16, 2016 approved in principle the construction of school at Shahbaz Azmat Khel, Bannu, and directed WWB KP to place the PC-I for the project before the technical committee for its scrutiny and recommendations. The committee also discussed matters related to girls and boys high schools and polytechnic institute at Zhob, Balochistan. Senator Saeedul Hassan Mandokhail said that the construction of school should be started till March and teaching to students should be started in rented buildings.
